1. Add the eggplant slices to a bowl of cold water and soak for 1/2 hour.
2. In a large saucepan, add the next 7 ingredients and bring to a boil.
3. Lower the heat and simmer for 20 to 25 minutes, uncovered.
4. Add the okra and sauté for 5 minutes, then set to the side.
5. Turn the oven to 350 degrees and preheat.
6. Remove the eggplant from the bowl of water and pat dry with paper towels.
7. Add the flour to a shallow dish and then dredge the eggplant in the flour.
8. Arrange the slices on a baking sheet and bake until browned, which takes about 10 minutes.
9. Turn the oven temperature to 375 degrees.
10. Arrange the eggplant slices in the bottom of a 9 x 11 inch baking dish.
11. Pour the okra mixture over the top and bake for 30 minutes.
12. Let the dish sit for 10 minutes then serve and enjoy.
